Registers an external compute resource account

https://api2.pennsieve.io/compute/resources/accounts

Registers an external compute resource (such as AWS). This method assumes that this account has a role that
the Pennsieve platform can assume to deploy infrastructure for the compute nodes.
The Pennsieve Agent handles the creation of this role.
