Super-admin-only operator recovery: force a publication's status to unwedge a |
publication left stuck (e.g. by a timed-out or panicked publishing Lambda). |
Only failed (makes it retryable) and created (requests a full re-publish) are |
accepted targets; completed is rejected so an operator cannot fake a successful |
publish. Intentionally gated on super-admin only, with no per-repository check.
