Update account details

https://api2.pennsieve.io/compute/resources/accounts/

Partially update the status, name, and/or description of a specific compute resource account. Setting the status
to PAUSED will disable the use of the account for analytic workflows and all compute nodes on this account. This does not affect storage functions.
