Get temporary S3 upload credentials

https://api2.pennsieve.io/manifest/manifest/upload-credentials

Returns temporary AWS credentials scoped to upload files to a specific manifest prefix
in the uploads S3 bucket. Used by data targets to upload files without requiring
Cognito refresh tokens.
