Delete a compute resource account

https://api2.pennsieve.io/compute/resources/accounts/

Delete a compute resource account and its workspace enablements. Must be the account owner.
If the account has active compute nodes, the request will fail with a 409 Conflict unless
the force query parameter is set to true.
