Get aggregate metrics counters

https://api2.pennsieve.io/compute/workflows/metrics/counters

Returns aggregate counters for workflow execution metrics.
Supports different scopes: organization (default), workflow definition,
application, or workflow instance. Returns both all-time totals and
monthly breakdowns.

Time range for aggregation. allTime returns lifetime totals, lastYear sums last 12 months, lastMonth returns current month only.
