Marks a workflow as public, making it discoverable and runnable by any
authenticated user across organizations. Allowed when the caller's
permissions.canPublish: the creator, or an Admin or Owner of the
workflow's workspace. Publishing requires that every processor node references an App
Store (public) application; otherwise the request is rejected.
