For signed-in users: a presigned link (15 minutes) to one file of a
published version. paths names exactly one file; a folder is
refused (download it with the Pennsieve agent).
Open versions are available to anyone signed in; embargoed versions
only to users granted a preview, or with access to the dataset on
the platform. The user's workspace plays no part.
