Returns aggregate counters for workflow execution metrics.
Supports different scopes: organization (default), workflow definition,
application, workflow instance, or user (the caller's own runs outside
any workspace, i.e. My Workspace; needs no organization_id). Returns both
all-time totals and monthly breakdowns. For the organization and user
scopes, interactive holds the share of those runs that were notebook
sessions, over the same range: subtract it for workflows alone.
