Open a pull request adding or updating the repository's app.yml

Opens a pull request on the repository's default branch that adds or |
updates app.yml with the given content, as the signed-in user (their |
linked GitHub account). Errors carry a code: github_not_linked (401), |
no_push_access (403), permissions_not_accepted (409, with reviewUrl), |
invalid_content (400), github_error (502).
