Saves paths of a published version, without signing in, for
pennsieve download selection <id>. The version is fixed: "latest"
becomes the current number, so the selection downloads the same files
later. A selection lasts 48 hours and spends no allowance;
downloading it does. Embargoed versions need signing in (the Downloads API).
