For signed-in users, typically through the Pennsieve agent: presigned
links for the files of a published selection, of any size. No
paths (or [""]) is the whole version. Pages and
cursors work as for /manifests; the header counts the whole
selection, and the first page spends the user's daily allowance for
published data (429 with Retry-After when it's used up).
